When Do People Born on February 29th Celebrate Their Birthday?

This is one of the years in which there is no February 29th. I have always wondered what birthday celebrations are like for people born on the 29th. Do they celebrate on February 28th or on March 1st? Does it still FEEL like it's their birthday even though it's really NOT their birthday? Do they feel shortchanged because the calendar skips right over their birthday?

I don't personally know anyone who was born on February 29th, but here's a list of famous people - some living and some dead- who were born on February 29th.
